Contracting with NRTA

Solicitation types

  • Invitation for Bids (IFB): construction and goods, awarded to the lowest responsive and responsible bidder.
  • Request for Proposals (RFP): services evaluated on qualifications, approach, and price.
  • Request for Qualifications (RFQ): architecture and engineering services selected on qualifications, with fees negotiated afterward, as required for federally funded contracts.

Questions and addenda

From release until award, vendors may communicate about a solicitation only with the sole point of contact named in it. Questions must be submitted in writing by the stated deadline. Answers and changes are issued as numbered addenda, which must be acknowledged in each submittal.

Submittals

Submittals are accepted electronically through the NRTA Vendor Portal unless the solicitation states otherwise. The portal time stamp is the official record of receipt. Late submittals are not accepted.

Disadvantaged Business Enterprise program

Contracts funded by the U.S. Department of Transportation include DBE participation goals. Firms certified through the state Unified Certification Program count toward goals. The proposed overall goal for federal fiscal years 2027 to 2029 is 11.8 percent.

Protests

Protest procedures and deadlines are in Section 9 of the Procurement Policy. Protests must be submitted in writing to the Executive Director.
