Draft 2050 Regional Transportation Plan

The Regional Transportation Plan (RTP) is the region's blueprint for transportation investment. Federal law requires every metropolitan planning organization to maintain a plan covering at least 20 years and to update it every four to five years. Projects must be included in the RTP to receive federal transportation funding.

What the draft plan proposes

The draft plan forecasts $7.9 billion in reasonably available revenue between 2027 and 2050. It directs that revenue toward five goals developed with residents and member agencies during 2024 and 2025.

• Safety: eliminate traffic deaths and serious injuries on regional roadways by 2050
• Maintenance: bring 90 percent of regional roads and bridges to good or fair condition
• Access: increase the share of residents within a half mile of frequent transit from 38 to 55 percent
• Reliability: hold peak-period travel time on key freight corridors at 2025 levels
• Connected communities: complete the 310-mile regional trail and bikeway network

Investment summary

Of the forecast revenue, 46 percent is directed to maintaining existing roads, bridges, and transit assets; 21 percent to transit service and capital; 17 percent to safety and operational improvements; 9 percent to active transportation; and 7 percent to roadway capacity projects.

How the plan was developed

Staff held 28 community meetings, received 3,412 survey responses, and consulted with the Technical and Citizens Advisory Committees between March 2024 and August 2026. A summary of public input is included as Appendix D.
