Mission and Responsibilities

Our mission

To plan, fund, and deliver a safe, well-maintained, and connected transportation system that serves every community in the North Ridge region.

Guiding principles

  • Stewardship. Spend public funds carefully, maintain what we have, and report openly on results.
  • Collaboration. Work as a partner to member cities and counties, Ridge Transit, and the State Department of Transportation.
  • Fairness. Consider the benefits and burdens of decisions on all communities, consistent with Title VI of the Civil Rights Act and environmental justice principles.
  • Openness. Conduct business in public, publish records promptly, and make information accessible to everyone.

Core responsibilities

  • Long-range planning

    Develop and update the Regional Transportation Plan at least every five years, covering a minimum 20-year horizon and all modes of travel.

  • Programming federal funds

    Prepare the four-year Transportation Improvement Program, select projects for suballocated federal funds, and demonstrate financial constraint.

  • Administering the regional sales tax

    Distribute and account for the Regional Transportation Improvement Fund according to the voter-approved expenditure plan, with annual independent oversight.

  • Delivering capital projects

    Lead environmental review, design, right-of-way, and construction for regionally significant projects when requested by member jurisdictions.

  • Data and technical assistance

    Maintain the regional travel demand model, traffic and crash data, and provide technical support to member governments.

  • Public participation

    Involve residents, businesses, and community organizations early and throughout planning, with specific attention to people who have historically been underserved.

Legal authority

The Authority operates under state enabling legislation for regional transportation authorities, the 1987 Joint Powers Agreement as amended in 2014, and federal metropolitan planning requirements in 23 U.S.C. 134 and 49 U.S.C. 5303. The Board of Directors adopts bylaws and policies that govern how these authorities are exercised.
