Leadership team
Karen Whitmore was appointed Executive Director by the Board of Directors in 2022. She oversees a staff of 38 and an annual operating budget of $14.2 million.
She previously served as Deputy Director of Planning for a neighboring metropolitan planning organization and has worked in regional transportation planning for 24 years.
David Osei manages day-to-day agency operations, intergovernmental agreements, and the legislative program. He joined NRTA in 2016 as Government Affairs Manager.
Priya Raman leads development of the Regional Transportation Plan and the Transportation Improvement Program, and manages the regional travel demand model.
Michael Treviño oversees design, environmental clearance, and construction of NRTA-led capital projects. He is a licensed professional engineer with 19 years of experience in transportation project delivery.
Janet Kowalczyk is responsible for the annual budget, financial reporting, audit, and grants compliance. She joined NRTA in 2018.
