- Technical proposals are limited to 30 pages, excluding resumes and required forms.
- Cost proposals are submitted as a separate file and opened only for firms ranked in the competitive range.
- Late proposals will not be accepted. The Vendor Portal time stamp is the official record of receipt.

May a firm submit as a prime on one proposal and as a subconsultant on another?
Answer: Yes. A firm may appear on more than one team. A firm may submit only one proposal as the prime consultant.

Will NRTA guarantee a minimum amount of work to each firm awarded a contract?
Answer: No. Task orders are issued as needs arise. Contracts do not guarantee a minimum value.

Does the 30-page limit include the cover letter and the DBE commitment forms?
Answer: The cover letter counts toward the page limit. Required forms in Attachments A through F do not.

What indirect cost rate documentation is required?
Answer: Firms must submit a cognizant agency or CPA-audited indirect cost rate in accordance with 48 CFR Part 31, or use the safe harbor de minimis rate if eligible. Rates are reviewed during negotiation only.
