Contracting with NRTA
How solicitations work
- Invitations for Bids (IFB) are used for construction and goods when award is based on the lowest responsive and responsible bid.
- Requests for Proposals (RFP) are evaluated on qualifications, approach, and price.
- Requests for Qualifications (RFQ) are used for architecture and engineering services, where federal law requires selection based on qualifications, with price negotiated afterward.
Questions and addenda
During the solicitation period, vendors may communicate only with the Procurement Manager named in the solicitation. Questions must be submitted in writing by the stated deadline. Answers and changes are issued as numbered addenda, and vendors must acknowledge all addenda in their submittal.
Disadvantaged Business Enterprise program
Contracts funded by the U.S. Department of Transportation include DBE participation goals. Firms certified through the state Unified Certification Program count toward goals. NRTA's proposed overall goal for federal fiscal years 2027 to 2029 is 11.8 percent.
Protests
Protest procedures and deadlines are described in Section 9 of the Procurement Policy. Protests must be submitted in writing to the Executive Director.
