Route 17 Corridor Study
Evaluated safety, transit, and operational alternatives for Harlan Avenue between Millbrook and East Harlan and recommended the improvements now under construction.
The study evaluated three alternatives for the 6.2-mile corridor using crash analysis, traffic modeling, and two rounds of community input. The Board adopted the study and its preferred alternative on October 9, 2025.
Preferred alternative
- Raised medians and access management at high-crash segments
- Transit queue jumps and far-side stops for Route 17
- Separated bicycle lanes between Norfolk Street and Millbrook Community College
- Adaptive signal control
Key findings
- Left-turn and rear-end crashes accounted for 62 percent of reported crashes on the corridor.
- The preferred alternative is projected to reduce fatal and serious injury crashes by 35 to 45 percent.
